COMMITTEE ON PARKS AND RECREATION

MINUTES: MAY 24, 2004

Chairman Astorino called the meeting to order at 3:00 p.m.

MEMBERS PRESENT: Chair: Astorino; Legislators: Alvarado, Pinto, Spreckman; GUESTS: Department of Parks, Recreation and Conservation—David DeLucia, Deputy Commissioner Joe Montalto, Commissioner Joe Stout; Office of the County Executive—Bill Randolph

I. MINUTES:

No minutes were presented for adoption.

II. ITEMS FOR DISCUSSION:

The following items were presented for discussion.

Item A9. Bond Act—Kensico Dam Plaza, County Executive: Bond act authorizing the issuance of up to $540,000 to finance the Kensico Dam Plaza Infrastructure (referred on April 13, 2004; also referred to Budget and Appropriations and Public Works)

Regarding the item, Parks Commissioner Joe Stout, made a presentation before the committee highlighting the following main points:

· The bond act will finance the reconstruction of the fountains, cascades and reflecting pool at the Kensico Dam Plaza in Valhalla

· Work will include restoration of valves and piping, rehabilitation of the reflecting pool base and related site work

· In its present state, the structure contains stagnant water as the fountains and cascades have been inspirational for years

· The stagnant water has become a significant health issue for visitors to the park as it attracts large numbers of Canada geese that produce waste that stagnates the water

· In addition to the health issue of deterring the geese with moving water, the project is largely cosmetic, as Kensico Plaza is the second most visited county park

· If approved the project will go to bid immediately, in early June, with construction beginning as soon as practicable and expected to last well into 2005

On the motion of Legislator Astorino, seconded by Legislator Pinto, the item was approved by a vote of 4-0.

Item B11. Westchester Children’s Museum, Hon. George Latimer: Referring materials on the proposed Westchester Children’s Museum (referred on April 26, 2004; also referred to Community Affairs)

On the motion of Legislator Pinto, seconded by Legislator Alvarado, the items were declared received and filed by a vote of 4-0.

IV. ADJOURN:

On the motion of Legislator Alvarado, seconded by Legislator Pinto and without objection, the committee was adjourned.
