COMMITTEE ON PARKS AND RECREATION

MINUTES: MAY 17, 2004

Chairman Astorino called the meeting to order at 3:00 p.m.

MEMBERS PRESENT: Chair: Astorino; Legislators: Pinto, Spreckman; GUESTS: Department of Parks, Recreation and Conservation—David DeLucia, Dan McBride; Department of Public Works—Commissioner Ralph Butler

I. MINUTES:

No minutes were presented for adoption.

II. ITEMS FOR DISCUSSION:

The following items were presented for discussion.

Item A8. Bond Act— Croton Point Ball Fields II, County Executive: Bond act authorizing the issuance of up to $200,000 to finance the Croton Point Ball Fields II (referred on April 13, 2004; also referred to Budget and Appropriations)

Regarding the item, David DeLucia, Parks Department, made a presentation before the committee highlighting the following main points:

· The bond act will finance the construction of a comfort station facility at the Croton Point ball field complex

· Cost for the design is included in the bond act as is some related site work

· The structure is a brick building, the design of which was made similar to other existing and proposed county facilities of this type

· Construction will include plumbing work that involves connection to water and sewer lines, as well as electrical work for lighting and heating

· The facility will be open for use to everyone, not just the Croton Little League, but it will not be open 24 hours a day. It will be managed in the same manner as the other facilities in the park in terms of hours of operation

· The facility will be cleaned every day the park is in operation

On the motion of Legislator Pinto, seconded by Legislator Alvarado, the item was approved by a vote of 3-0.

Item A11. IMA Extension, County Executive: Proposed act authorizing the county to extend until March 31, 2005, an IMA from Rockland County to accept a grant from New York State in the amount of $60,000 and authorizing the county to enter into IMAs with Hudson River communities (referred on April 26, 2004; also referred to Budget and Appropriations)

With no discussion and on the motion of Legislator Pinto, seconded by Legislator Alvarado, the item was approved by a vote of 3-0.

Item A5. Bond Act—Playland Dragon Coaster, County Executive: Bond act authorizing the issuance of up to $1,250,000 to finance the restoration of the Dragon Coaster at Playland Park (referred on March 22, 2004; also referred to Budget and Appropriations)

Chairman Astorino informed the committee that he would entertain a discussion on the item but was not prepared to entertain motions for action. Public Works Commissioner Ralph Butler presented testimony that included the following main points:

· Roughly $300,000 of the bond act will fund structural wood replacement with the balance to fund the painting of the structure

· Very little of the paint portion of the project will include lead abatement as approximately 90% of the lead abatement was completed in 1995, the last time the structure was painted

· There are two timing concerns with the project: 1) construction for Playland projects need to begin shortly after Labor Day when the park closes or else the work, in order to be completed, must be performed the following off season, and 2) cost for wood materials may escalate according to CPI’s

· There is presently no safety issue regarding the project, structurally or otherwise, however based on the rate of wood deterioration there could be a safety issue in another year or two if the work is not completed

· Painting and wood replacement work on the Dragon Coaster has occurred at approximately ten year intervals for the last several decades

Based on the testimony, Legislator Pinto requested on behalf of the committee a past history of work on the Dragon Coaster before the committee takes action. Discussion on the item ended without action.
