With a quorum present, the Committee on Legislation was called to order at 1:18 p.m.

MINUTES

(Pinto, Myers) motion to approve the minutes of 10/11, 10/17,10/24

Motion approved 6-0.

At the request of Legislator Abinanti, Chairman Rogowsky called for a recess at 1:20 p.m.

Legislation reconvened at 1:23 p.m.

With a quorum present, the Committee on Environment was called to order at 1:24 p.m.

Mr. Abinanti discussed the local law to limit the idling time of diesel-powered vehicles. He recommitted this item after the last meeting of the Board of Legislators.

Larry Salley, the Commissioner of Transportation and Ralph Butler, the Commissioner of the Department of Public Works discussed with The Committee’s proposal which will require all of Westchester County’s diesel powered on-road vehicles and non-road vehicles be powered by ultra low sulfur diesel fuel and have them utilize the best available technology to reduce the emission of pollutants.

There talked of what impact the new law will have on air quality, the economic impact and what other nearby counties, states or cities doing on this issue. The Public Works Commissioner has retrofitted some vehicles. There are no immediate new EPA standards. The county needs to act because the federal standards won’t clean the air. DPW is currently doing a pilot study which is expected to be completed by the end of January. Legislators asked who else does this type of work? How many, where is it located?

(Pinto, Myers) Move to adjourn The Committee on Legislation. Motion passed 5-0. Legislation Adjourned at 2:47 p.m

(Rogowosky, LaMotte) Move the Environment Committee Minutes of August, 29, October 3, and October 11th. Motion passed 4-0.

(LaMotte, Abinanti). Motion to adjourn the Committee on Environment. Motion passed 4-0. Committee on Environment adjourned at 2:49 pm.
