With a quorum present, the Committee on Legislation was called to order at 1:20 p.m.

With a quorum present, the Committee Health was called to order at 1:26 p.m.

MINUTES
(Myers, Stewart-Cousins) move to approve the minutes of June 20, 2005. Changes were requested to be made on page one to reflect the members in attendance of the Legislation Committee not the Budget and Appropriations Committee. And that the Legislation Committee not the Budget and Appropriations Committee was called to order at 1:16 p.m. Motion to approve Minutes as amended passed 8-0.

WAIVER OF PARKING FEES FOR HYBRID VEHICLES
(Pinto, Stewart-Cousins) move for the Legislation Committee; (Ryan, LaMotte) move for the Committee on Energy & Economic Development to approve a Local Law to waive the parking fees on certain county owned property. And delete paragraph two on page one of the legislation and replace it with a new section 1, subsection 2 which will read; “…on October 1, The Commissioner shall report the number of Hybrid Vehicles receiving a waiver and the resultant fiscal impact.” Replace Section 2 so the law will be repealed on January 1, 2008.

It was suggested to change the legislation to sunset from three years to two years in case costs need to be increased. This will allow the Committee to revisit the matter after two years.

Cost escalation for services such as snow plowing should allow the parks board to deal with it. Not to just cover the subsidy.

Ms. LaMotte suggested a letter be sent to Metro-North and other municipalities asking them to do the same.

Mr. Ryan suggested that we make sure if we do this that we remember the fiscal impact and provide a higher appropriation come budget time.

Motion passed for Legislation 7-0. Motion passed for Energy 3-0.

(Bronz, Rogowsky) Move to adjourn the Legislation Committee. Motion passed 5-0. The committee adjourned at 1:52 P.M.

(Ryan, LaMotte) Move to adjourn the Committee on Energy & Economic Development. Motion passed 3-0. The committee adjourned at 1:52 P.M.
