COMMITTEE ON LEGISLATION

MINUTES: JANUARY 20, 2004

The meeting was called to order at 1:06 p.m.

Setting a Quorum

Legislator Rogowsky stated that this Committee would meet on Mondays at 1:00 p.m. There was no objection.

The members present agreed to a quorum of 4 to have a meeting and a quorum of 5 to take action on an item.

Comments from the Committee Chair

Legislator Rogowsky stated that as Chair he would like to have concerned parties come before the Committee and testify on issues. He expressed his desire to have as much information on a particular item before it goes out for a public hearing and to the full Board for a vote. Legislator Rogowsky also emphasized that this Committee would set a calendar of meeting dates and the items that the Committee would be discussing weeks in advance so that members would have sufficient time to review said items.

Petition from the Town of Rye

Legislator Rogowsky submitted a letter from the Town of Rye petitioning the Board of Legislators to amend the Westchester County Administrative Code with respect to changing the taxable status date and the valuation date for purposes of the town’s ensuing tax roll. This item is being placed directly into Committee.

This item is time sensitive and needs to be addressed immediately. The Committee will take up this item on Monday, January 26, 2004 at 1:00 p.m.

There was a brief discussion.

Referrals

Legislator Rogowsky briefed the members on a meeting that he had with Karen Pasquale, CE Office, regarding the 2004 Joint State Legislative Package. There was a brief discussion. The Package will be a top priority for the next several weeks.

The members reviewed the current referrals. There was a brief discussion. The members determined that Items #7 (Regulation of Income Tax Providers), #3 (Home Improvement Contractor Decal) and #6 (Sale of Nicotine-Laced Water to Minors) would take priority over any of the other items.

Legislator Stewart-Cousins requested that Item #6 also be referred to the Committee on Health. Legislator Rogowsky agreed and will forward a memorandum immediately.

On motion of Legislator Pinto, seconded by Legislator Stewart-Cousins the meeting was adjourned at 1:43 p.m.
