COMMITTEE ON HEALTH JOINT W/ COMMITTEE ON SENIORS

MINUTES: APRIL 25, 2005

MEMBERS: CHAIR: Andrea Stewart-Cousins, LEGISLATORS: Jose Alvarado, Judith Myers; SENIORS: CHAIR: Bernice Spreckman, LEGISLATORS: Jose Alvarado, Andrea Stewart-Cousins, Vito Pinto

IN ATTENDANCE: CEO: Kevin Ryan, Bill Randolph, Michael Long, STAFF: Brian Bochow, Sally Schecter

The meeting was called to order at 9:20 by Chairs Stewart-Cousins and Spreckman. Chair Stewart-Cousins explained that the purpose of the meeting was to produce two resolutions – one on EPIC and one on Social Security – that were discussed at the last Seniors Committee Meeting. The plight of the seniors and safety nets will be addressed next month when the seniors will be speaking to the state delegation. It was felt by both committees that these resolutions would give the seniors support and if everyone is in agreement, they will be put on the Blue Sheet for tonight’s meeting.

The Social Security resolution was okay and on the motion of Legislator Pinto seconded by Legislator Alvarado for Seniors, the resolution was approved and on the motion of Legislator Alvarado, seconded by Legislator Myers for Health, the resolution was approved.

The EPIC resolution was then discussed. Governor Pataki has said that EPIC should be part of Part D. Legislator Spreckman doesn’t want to force people to join Part D because it would then be an excuse to be rid of EPIC. State Senator Klein wants to raise the cap and is introducing legislation to that end. There were corrections made to the resolution. On the motion of Legislator Alvarado, seconded by Legislator Myers for Health, the resolution was approved with the corrections. On the motion of Legislator Pinto, seconded by Legislator Spreckman for Seniors, the resolution was approved with the corrections.

On the motion of Legislator Alvarado, seconded by Legislator Pinto, the Committee on Seniors was adjourned at 9:35 a.m.

On the motion of Legislator Myers, seconded by Legislator Alvarado, the minutes of the April 5 meeting of the Health Committee were approved.

Chair Stewart-Cousins recommended having a health fair or a family health services day. Port Chester was suggested as one area with the closing with United Hospital and also Yonkers was suggested as another area. It was suggested that June would be a good time to have one.

On the motion of Legislator Alvarado, seconded by Legislator Myers, the meeting was adjourned at 9:40 a.m.
