TOPIC: Terminal Use Procedures (ENV Item #157)

DISCUSSION:

Chair Abinanti called the meeting to order at 3:33pm.

Larry Salley, Transportation Dept. Commissioner, gave a re-cap of the item.

Terminal Use Procedures, Item #157 – Local Law clarifying the scope of the Westchester County Terminal Use Procedures, amending Section 712.462 of the Laws of Westchester County, entitled: Westchester County Airport Terminal Use Procedures. The LL clarifies that the Airport Procedures apply to all aviation passenger services that operate out of the Westchester County Airport pursuant to which seats are individually offered or sold to the public, regardless of the frequency of such offers or sales.

Legislator Abinanti questioned some of the definitions. Limited Quality Airline – new sub-definition: only uses an occasional time slot (no more than 4 in a 90-day period) that they can rent from a qualified airline.

Legislator Abinanti questioned why the maximum number of passengers is 9 (as opposed to 7). Salley replied that this is in accordance with FAA regulation.

Item #157 was passed by a 4-0 vote, after a motion by Legislator Rogowsky, seconded by Legislator Myers.

At 4:37pm, Legislator Rogowsky made a motion to adjourn the meeting. Seconded by Chair Abinanti, all in favor – aye.
