MINUTES: May 24, 2004

TOPIC:
1) A&C Pre-Board Item (fine due the EPA)

DISCUSSION:
Chair Abinanti called the Environment Committee to order at 3:20pm.

The first item discussed was an A&C pre-board item requesting authority for the County Attorney’s Office to enter into a CA/FO, to pay a fine of $11,500 to the EPA for alleged mismanagement of hazardous waste at the Department of Labs & Research. Dr. Hyland explained the situation to the committee members to their satisfaction.

Chair Abinanti then introduced David Kvinge of the Planning Department, who proceeded to explain the proposed legislation authorizing the County to accept a matching grant from the State of New York State Department of State and enter into IMA’s with both the City of New Rochelle and the Town of Mamaroneck in order to undertake various projects designed to improve the water quality and fish and wildlife habitats of the Sheldrake River. He noted that the program is similar to that of the Bronx River Reservation project. Legislator Maisano made a motion to move the item. Seconded by Legislator Kaplowitz, all in favor – aye (passed 5-0).

Chair Abinanti then introduced Robert Matarazzo of the Department of Environmental Facilities who proceeded to explain the proposed amendments to the 1998 District Report of Refuse Disposal District No.1. This item was signed out by the Committee at an 11am joint meeting with Budget & Appropriations, with the understanding that this issue be addressed in more detail at this (3pm) meeting. DEF Commissioner Landi also addressed the Committee on this issue. After some discussion, Chair Abinanti and Legislator Kaplowitz expressed their interest in revisiting this issue to see if any viable options can be identified that may salvage some of this project.

At 4:35pm Legislator Latimer made a motion to adjourn. Seconded by Legislator Kaplowitz, all in favor – aye.
