TOPIC: Proposed Revisions to the County Solid Waste Law

DISCUSSION:
Chair Abinanti called the meeting to order at 3:16pm for both Committees.

Chair Abinanti noted that the County’s Solid Waste Law was passed in 1999 and, although it is a good law, there are changes that need to be made.

A discussion ensued among the Committee members and Bruce Berger, Director of the County’s Solid Waste Commission. Several suggestions were made by Committee members and guests, such as the need to reclassify/redefine processing facilities, C&D operators, haulers and transfer stations, different types of solid waste, defining temporary and permanent operations, and most notably, restructuring the licensing fees and ensuring that all operators are licensed.

Chair Abinanti stated that he would like the County’s Department of Health to get involved with regards to air quality, noting that they should be issuing permits for such. Chair Abinanti also questioned as to whether or not scrap metal dealers should be included as transfer stations and charged the same fees.

Chair Abinanti noted that this discussion would continue in the Solid Waste & Recyclables Committee from this point forward.

Legislator Oros made a motion to approve the Solid Waste Committee minutes of the March 29th meeting. Seconded by Chair Abinanti, all in favor – aye (approved 2-0).

At 4:15pm Chair Abinanti made a motion to adjourn Environment. Seconded by Legislator LaMotte, all in favor – aye.

At 4:16pm Chair Abinanti made a motion to adjourn Solid Waste. Seconded by Legislator Oros, all in favor – aye.
