The meeting was called to order at 4:15 p.m.
Deferred Compensation Board
John (Jack) R. McPhillips is a resident of Scarsdale and has been the President of CSEA Unit 9200 since 2001. Mr. McPhillips has been appointed as a union representative member of the Westchester County Deferred Compensation Board (DCB) for a term to expire December 31, 2007.
Mr. McPhillips has taken his oath of office and has not attended any meetings.
Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of John McPhillips as a union representative member of the DCB and it was seconded by Legislator Spreckman. The motion was carried by a vote of 3-0.
Community Services Board
Ann Brown Loretan is an Ossining resident and has been Director of Family Education for the National Alliance for the Mentally Ill since 2000.
Ms. Loretan will fill a vacancy due to the resignation of Charlene Dech. She has taken his oath of office and has attended meetings.
Legislators Spreckman and Stewart-Cousins informed Ms. Loretan of their combined efforts to see Timothy’s Law passed.

Legislator Spreckman made a motion to approve the resolution confirming the appointment of Ann Brown Loretan in a consumer representative seat for the Westchester County Community Services Board for the term of January 1, 2005 through December 31, 2008 and it was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 3-0.
Professional Prequalification Board
James T. Buonincontri, P.E., a Yonkers resident, has been employed with Orange and Rockland Utilities, Inc as a Senior Gas Engineer since 1979 and is affiliated with national and statewide professional engineer organizations. He has taken the oath of office and has attended meetings.
Legislator Spreckman made a motion to approve the resolution confirming the appointment of James Buonincontri as a professional engineer representative of the Westchester County Professional Prequalification Board for the term January 1, 2005 through December 31, 2008 and it was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 3-0.
On motion of Legislator Stewart-Cousins, seconded by Legislator Spreckman the minutes of 1/10/05 and 1/18/05 were approved by a vote of 3-0.
Re-appointments
Legislator Spreckman made a motion to approve the resolutions confirming the reappointment of Cora Miles as a member of the African American Advisory Board for a term to expire December 31, 2006 and Valiere Alcena, M.D. as a member of the African American Advisory Board for the term January 1, 2005 through December 31, 2006. It was seconded by Legislator Stewart-Cousins and the motion was carried by a vote of 3-0.

Legislator Spreckman made a motion to approve the resolution confirming the reappointment of Gary Gianfrancesco as a member of the Professional Prequalification Board for a term to expire December 31, 2008 and it was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 3-0.
Westchester County Refuse Disposal District No. 1 Advisory Board Legislator Stewart-Cousins made a motion to approve the resolutions confirming the reappointments of:
1) Robert Zipf as a village representative member 1/1/05-12/31/06
2) John Liszewski as a city representative member 1/1/05-12/31/06
3) Daniel Baskerville as a city representative member 1/1/05-12/31/06
4) Richard F. Herbek as a village representative member 1/1/05-12/31/06; motion seconded by Legislator Spreckman, carried by a vote of 3-0.
Legislator Stewart-Cousins made a motion to approve the resolution confirming the reappointment of Thomas G. Meier as a member of the Westchester County Traffic Safety Board for a term to expire December 31, 2007 and it was seconded by Legislator Spreckman. The motion was carried by a vote of 3-0.
Legislator Spreckman made a motion to approve the resolution confirming the reappointment of Hon. R. Phyllis Wittner as a member of the Westchester County Soil and Water Conservation Board for the term of January 1, 2005 through December 31, 2005 and it was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 3-0.
Legislator Pinto requested that the Committee meet between 5-5:30 p.m. on February 16, 2004 to consider Youth Board appointments since the Youth Board has a meeting that evening in White Plains. Legislator Spreckman will not be available.
On motion of Legislator Stewart-Cousins, seconded by Legislator Spreckman the meeting was adjourned at 4:58 p.m.
