COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS

MINUTES: Monday, February 7, 2005; 4 p.m.

The meeting was called to order at 4:25 p.m.

MINUTES:

On the motion of Legislator Spreckman, seconded by Legislator Pinto, the minutes of January 31, 2005 were moved and approved by a 5-0 vote. All in favor, none opposed.

RE-APPOINTMENTS:

Legislator Spreckman made a motion to approve the resolutions confirming the reappointment of Richard Streicher as a member of the Transportation Board for a term to expire December 31, 2007. Legislator Astorino seconded the motion. All in favor, none opposed the motion was carried by a vote of 5-0.

ETHICS WAIVER REQUEST:

In compliance with the Code of Ethics, Section 883.21.1, and Section 883.21.2, Michael Sakala requests approval for a waiver from the Board of Legislators.

Mr. Sakala, currently the Assistant Commissioner of Health for the Bureau of Environmental Quality, has been employed by the County for 31 years. At the recommendation of Jeffrey A. Cohen, Esq., Chair of the County’s Ethics Board, Mr. Sakala plans to retire in 2005, and would like to commence networking for future employment, career, and comply with the Law.

Mr. Pinto mentioned this was an unusual request, noting that most former employees seek a waiver after leaving County employ. Mr. Rogowsky agreed that a County employee could network out to different agencies while seeking alternative employment, then when ready to the County, then a waiver can be requested.

Mr. Pinto said current County employees are free to have discussions or ascertain interest with other agencies as long as there is no monetary gain. At the time when an employee is ready to retire or leave county employment, then, it is necessary to request a waiver from the Board. He wished Mr. Sakala well in his retirement and if he should seek other employment with another agency that involves doing business with Westchester County, then he may submit another waiver from the Board.

Mr. Sakala thanked the Committee for their opinion and their time.

YOUTH BOARD:

Mr. Pinto scheduled a committee meeting on Wednesday, February 16, 2005, at 5 p.m., in order to accommodate the appointees to the Youth Board. Being that it is hard during the school day to come before the Board at 4, he asked that at least three member of the committee be present at this meeting on the 16th. All were in agreement.

UPCOMING MEETING:

Mr. Pinto plans to invite the Commissioners of Elections to discuss concerns with the current policies and procedures of Election Inspectors. Several municipalities voiced their concerns with the instructions given to Inspectors, noting that procedures on election days need to be clearly outlined and easy to read.

With no other business to discuss, the meeting adjourned at 4:45 p.m., on the motion of Legislator Pinto, seconded by Legislator Spreckman.
