COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS



MINUTES: Monday, April 4, 2005, 4 p.m.

The regular meeting of the Committee on County Officers & Departments was called to order at 4:15 p.m.

MEMBERS:Chair: Pinto. Members: Astorino, Rogowsky, Ryan, Spreckman, Stewart-Cousins. Staff: Vita.

GUESTS: Bill Randolph, CEO’s office.

MINUTES:
The minutes of March 14, 2005, were unanimously approved as distributed. Motion carried 3-0; Rogowsky, Pinto.

APPOINTMENTS:
REFUSE DISPOSAL DISTRICT #1 ADVISORY BOARD:
Patrick J. Lofaro – a resident of Ossining, New York, is appointed for a term to expire on December 31, 2006. Mr. Lofaro is currently the Superintendent of the Recycling Unit & Central Garage with the Town of Yorktown. He is responsible for the recycling and Bulk Trash collection programs for 14,000 homes in the town. His administrative responsibilities include preparing the budget, managing 14 employees, hiring, bidding and purchasing of equipment and promoting outreach for recycling awareness. He has been instrumental in securing recycling grants from the N.Y.S.D.E.C for the Wood Waste Reduction Machine, and for recycling Coordinator/Education Projects, and he has received numerous recycling awards from various levels of government.

Mr. Lofaro brings a lot of experience to the Refuse Disposable Districts, said Legislator Pinto, and asked him to feel free to contact this committee should he need to discuss any issue.

RE-APPOINTMENTS:
HUMAN RIGHTS COMMISSION:
Barbara Grace, of Harrison, New York is reappointed as a member for a term to expire December 31, 2007. (Stewart-Cousins/Astorino).

CONSUMER ADVISORY COUNCIL:
Carolyn Pellot, of Mount Vernon, New York is reappointed as a business representative member for the term January 1, 2005 through December 31, 2006. (Stewart-Cousins/Astorino).

Kris Komorowski, of Yonkers, New York is reappointed as a labor representative for the term January 1, 2005 through December 31, 2006. (same as Pellot).

FIRE ADVISORY BOARD:
Albert Mignone, of Purchase, New York is reappointed as a member for a term to expire December 31, 2007. (Rogowsky/Astorino).

DOMESTIC VIOLENCE COUNCIL:
Nancy Travers, of White Plains, New York is reappointed as a member representing the Department of Social Services for the term January 1, 2005 through December 31, 2007. (Rogowsky/Stewart-Cousins).

All reappointments were unanimously approved. Motion carried 3-0

AGENDA REFERRAL ITEM:
II. A. Appointment of Robert J. Buckley from the County Executive to the Deferred Compensation Board. Legislator Pinto received information from the Human Resources Department that with the five union representatives, only three out of the five have candidates live out of the County. In this case, Mr. Buckley lives in Rockland County. He will request an opinion from the County Attorney’s department to either amend or remove the residency requirement as it relates to union representatives.

He will also forward a memo to the Law department requesting amendments to the County Plumbing law to ensure that numbers of members are an even number.

Mr. Pinto briefly recapped the March 28th meeting with the Commissioners of the Board relating to the upcoming election/voting machine reform. The needs and concerns of the new voting machines, reform of absentee ballots, affidavits, polling places, and the policy and procedures of Election Inspectors were discussed separately at two joint meeting. The Commissioners will update the committees of their findings.

With no other business to discuss, the meeting was adjourned at 4:45 p.m., on the motion of Legislator Rogowsky, seconded by Legislator Astorino.
