COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS


MINUTES: Monday, April 18, 2005, 4 p.m.

The regular meeting of the Committee on County Officers & Departments was called to order at 4:10 p.m.

MEMBERS: Chair: Pinto. Members: Astorino; Rogowsky; Spreckman; Stewart-Cousins. Staff: Vita. Guests: Bill Randolph, CEO’s office; Garrett T. Doering, EMS Advisory Board; Peter Herrero, Parks Board.

RE-APPOINTMENTS

DOMESTIC VIOLENCE COUNCIL:
Stephanie J. Fox, Associate County Attorney, Family Court Bureau, Westchester County Attorney’s office is reappointed as an “at-large” member for the term January 1, 2005 through December 31, 2007. Reappointment approved on the motion of Mrs. Spreckman, seconded by Mr. Astorino, by a 4-0 vote.

CITIZENS CONSUMER ADVISORY COUNCIL

Jeffrey L. Marston, a resident of Rye, New York, is reappointed as an Area 3 representative member for the term January 1, 2005 through December 31, 2006. Reappointment approved on the motion of Mr. Rogowsky, seconded by Mrs. Spreckman by a 4-0 vote.

Daniel S. Franklin, Jr. – a resident of Pleasantville, New York, is reappointed as an Area 5 representative for the term January 1, 2005 through December 31, 2006. Reappointment approved on the motion of Mr. Rogowsky, seconded by Mrs. Spreckman by a 4-0 vote.

APPOINTMENTS

EMS ADVISORY BOARD

Garret T. Doering – a resident of Monroe, New York is appointed as a member for a term to expire December 31, 2007. Mr. Monroe has taken the oath of office and attended his first meeting the week of April 11, 2005. He currently is the Executive Director of Westchester EMS where he oversees all details of daily operations for ambulance, ambulette, fly-car, and communication divisions. From 1995 to 1998, he was the EMS Supervisor at Staten Island University Hospital and from 1988 to 1985; he was a Paramedic at St. Vincent’s Hospital & Medical Center.

Mr. Astorino is impressed with such an extensive background in EMS, but questioned the residency requirements. Mr. Pinto checked the file and there are no residency requirements for this board.

On the motion of Mr. Astorino, seconded by Mrs. Spreckman, the appointment of Garret T. Doering is approved by a 4-0 vote.

Mr. Peter Herrero, appointee to the Parks Board was unable to keep his interview with the committee and will be rescheduled for another day.

ETHICS WAIVER:
Mike Sakala previously requested an ethics waiver, now requests another waiver via e-mail. The members questioned if Mr. Sakala retired and if not, when he plans to retire, noting that he is unable to request a waiver while still working for Westchester County. Several questions were brought up regarding this request; Mr. Pinto will bring this matter to the attention of the County Attorney.

He will also request a response from the Law Department regarding the Plumbing Licensing Board membership to an even number.

Mr. Pinto will also bring to the attention of the Administration the appointment of Robert Buckley to the Deferred Compensation Board as a non-Westchester resident.

In addition, Mr. Pinto will request information from the Administration relating to the upcoming expired term of Betsy Stern.

With no other business to discuss, the meeting was adjourned at 5:00 p.m.
