COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS



MINUTES: Monday, April 11, 2005, 4 p.m.

The regular meeting of the Committee on County Officers & Departments is called to order at 4:30 p.m.

MEMBERS: Chair: Pinto. Members: Rogowsky; Ryan; Spreckman; Stewart-Cousins. Staff: Vita. GUESTS: Bill Randolph, CEO’s office; Judith Schwartz, Women’s Advisory Board; Nilou Noorani Grewe, Youth Board; Paul Katz, Airport Advisory Board.

MINUTES:
The minutes of March 14, 2005, were unanimously approved as distributed. Motion carried 5-0 (Pinto/Spreckman).

APPOINTMENTS

WOMEN’S ADVISORY BOARD:

Judith Schwartz - a resident of White Plains, New York, is appointed as an at-large member for a term to expire on December 31, 2006. She has taken the oath of office and attended one meeting since her appointment. In 1995, she ran for the office of County Legislator for the 5th District. She is currently a consultant working with, community, non-profit and government organizations, school and school districts to develop and deliver effective professional development programs.

The members were impressed with her resume and Legislator Ryan, knowing Mrs. Schwartz for years, said she comes highly experienced, with a good background and looks forward to working with her.

On the motion of Mr. Pinto, seconded by Mrs. Spreckman, the appointment of Judith Schwartz to the Women’s Advisory Board is approved by a 5-0 vote.

YOUTH BOARD

Nilou Noorani Grewe – a resident of Rye, New York, is appointed as a member for a term to expire on December 31, 2007. She has taken the oath of office and attended several meetings. Mrs. Grewe said the meetings focused on the non-for-profit organizations and how they have to be creative and market grants for the Board in order to save the taxpayers money.

Mr. Pinto mentioned several issues that need to be reviewed by the Youth Board, such as monitoring of programs, grant money is properly used and encouragement to communicate with the Legislative Board. He also mentioned the Invest-in-Kids Programs needing additional funding, and noted that the Board of Legislators will look for full funding for this program.

On the motion of Mr. Rogowsky, seconded by Mrs. Spreckman, the appointment of Nilou Noorani Grewe to the Youth Board is approved by a 5-0 vote.

AIRPORT ADVISORY BOARD

Paul Katz – a resident of Purchase, New York is appointed as the Town of Harrison representative member for a term to expire December 31, 2007. He has taken the oath of office and has not attending any meetings due to inclement weather during the winter months. He is affiliated with Met Life Division of Financial Planner and Senior Account Executive. He is a member of the White Plains Rotary Club, he is a member of the Harrison Zoning Board, past Vice President of the Purchase Community House Board, and he is a life member of the Million Dollar Round Table.

Mr. Rogowsky recommends the appointment of Paul Katz, knowing his experience on the Harrison Zoning Board and his knowledge and sensitivity to the needs of the community as well as the county, and he will be an asset to this board.

When discussing financial disclosure forms, Mr. Pinto said he would check with the Human Resources Commissioner, Paula Zeman about the Ethics Code and disclosure forms to see that they are properly distributed in a timely manner.

On the motion of Mr. Rogowsky, seconded by Mrs. Spreckman, the appointment of Paul Katz to the Airport Advisory Board was approved by a 5-0 vote.

With no other business to discuss, the meeting was adjourned at 5:10 p.m.
