The Committee on Legislation was called to order at 11:35 p.m.
Home Rule Request
On motion of Legislator Mosiello, seconded by Legislator Pinto, a Home Rule Resolution was approved requesting the enactment of S.5385A/A.11235A which would authorize the County to Westchester to discontinue use of and lease certain parklands and buildings in V.E. Macy Park (Greenburgh) for the purpose of the operation of a food service and sport equipment rental facility. The motion carried by of vote of 5-0 with Legislators Ryan and Abinanti out for the vote.
The Committees on Public Safety & Criminal Justice and Community Affairs were called to order at 12:36 p.m.
Item # 14 – ATM Registration
Item # 14 is a proposed local law that would add Article XXIII to Chapter 863 of the Laws of Westchester County with respect to requiring the registration of certain automated teller machines.
This is the Committee’s third discussion on this item.
FOR PSCJ: On motion of Legislator Mosiello, seconded by Legislator Wishnie, the Committee on Public Safety & Criminal Justice signed out Item # 14 for all purposes. The motion was carried by a vote of 6-1 with Legislator Astorino voting in the negative and Legislators Mosiello and Spreckman voting “without prejudice.”
FOR LEG: On motion of Legislator Stewart-Cousins, seconded by Legislator Wishnie, the Committee on Legislation approved Item # 14 for public hearing purposes only. The motion was carried by a vote of 7-0 with Legislator Mosiello voting “without prejudice.”
FOR CA: On motion of Legislator Abinanti, seconded by Legislator Bronz, the Committee on Community Affairs approved Item # 14 for public hearing purposes only. The motion was carried by a vote of 3-0.
On motion of Legislator Kaplowitz, seconded by Legislator Astorino the Committee on Public Safety & Criminal Justice was adjourned at 12:45 p.m.
On motion of Legislator Astorino, seconded by Legislator Abinanti, the Committee on Community Affairs adjourned at 1:20 p.m.
