With a quorum present, the Committee on Budget and Appropriations was called to order at 1:14 p.m.
ITEM A8
An Act authorizing the County to convey two County – owned parcels totaling 0.4 acres to the Town of Ossining. The parcels are adjacent to the Ossining Sanitary Sewage Treatment Plant, originally acquired for the construction of the plant; the site will be used for municipal recreation purposes. Wit the exception of an underground infrastructure the site had never been used for its original purpose.
On the motion of Legislator Wishnie, seconded by Legislator Rogowsky the item carried 6-0.
With a quorum present, the Committee on Public Works convened at 10:18 am.
ITEM A12
The Final GEIS for Westchester Community College’s Master Plan 1999, adopting the Plan will enable the County to complete the environmental review process by preparing and adopting a Findings Statement.
A complete copy of the Final GEIS is on file for review.
For Budget: On the motion of Legislator LaMotte, seconded by Legislator Mosiello the item carried 8-0.
For Public Works: On the motion of Legislator Wishnie, seconded by Legislator Pinto the item carried 5-0.
The Committee on Public Works adjourned at 10:29 am.
ITEM A1 & A2
Two packages of court ordered refunds to be paid by the Commissioner of Finance. A1 to be paid on July 22, 2004 totaling $3,835,418.97, A2 to be paid on August 23, 2004 totaling $4,030,471.94.
On the motion of Legislator LaMotte, seconded by Legislator Mosiello both items carried unanimously.
ITEM A15
An IMA with the Village of Port Chester whereby the County will lease Columbus Park from the Village and will contribute funds toward the design and construction of an all-weather ball field thereon, to be operated and maintained by the Village and accessible to all County residents.
Funding for the project will include 2 CDBG Grants. 2004 will see the completion of the water spray playground and rock climbing wall, 2005 - the completion of the gazebo and basket ball court.
On the motion of Legislator Rogowsky, seconded by Legislator LaMotte the item carried 7-0.
With a quorum present, the Committee on Community Affairs convened at 10:50 am.
ITEM A10
An Act urging a six month extension of the effective date of Act No. 224-2001, the sixth such extension to date. Act 224 -2001 authorizes the payment of the difference between the employee’s military salary and County salary up to six months. County health, dental and vision benefits are also safeguarded during this period.
For Budget: On the motion of Legislator Mosiello, seconded by Legislator Wishnie the item carried 6-0.
For Community Affairs: On the motion of Legislator Bronz, seconded by Legislator Alvarado the item carried 2-0.
The Committee on Community Affairs adjourned at 10:53 am.
ITEM C41(RLAS3)
A $315,000 Bond Act to fund the cost of designing a new maintenance facility at Lasdon Park and Arboretum to be located on the North Side of Route 35, away from public areas of the park.
For Budget: On the motion of Legislator Kaplowitz, seconded by Legislator LaMotte the item carried 5-0.
ITEM C75(SY085)
A $2 million dollar Bond Act to fund the cost of design, construction management and construction for the rehabilitation of the West Lake and Readers Digest sewer lines, improvements benefit the Saw Mill Sanitary Sewer District.
For Budget: On the motion of Legislator Wishnie, seconded by Legislator LaMotte the item carried 5-0.
ITEM C77(RB01H)
An amended Bond Act in the total amount of $2.7 million which includes $300,000 in previously authorized bonds of the County for the Rehabilitation of Roadway Culverts, Various Locations.
For Budget: On the motion of Legislator Mosiello, seconded by Legislator Wishnie the item carried 5-0.
With no further business to discuss, the Committee adjourned at 11:09 am.
