With a quorum present, the Committee on Budget and Appropriations was called to order at 10:47 a.m.

With a quorum present, the committee on Public Safety and Criminal Justice was called to order at 11:59 a.m.

ANNOUNCEMENTS
There is a meeting on Wednesday, September 15, 2004 at 10:00 am on Dental Clinics. This past Friday the Budget Oversight Committee met with the Hudson River Museum and Cornell Corporation. Friday, October 1st Janet Langsam will attend.

ITEM C23(RP23A)
(Wishnie, Rogowsky) Moved $1,250,000 in bonds repair/restoration of the Dragon Coaster ride at Playland Park.

Chair Kaplowitz asked Commissioner Butler to please get to the Committee before the Board meeting how you constructed the 1,250,000. In addition please show us how it was funded last time.

ITEM A2
(Wishnie, Oros) Moved to transfer $150,000 in 2004 County Clerk Budget.

Motion carried 7-0 (Mosiello out)

A&C ITEM
Authorizitaion to enter a Customer Installation Commitment Agreement for an Energy Efficiency Project at the Valhalla Campus.
Abinanti requested through The Chair a copy of the signed contract. He has made this request previously on two separate occasions.
ITEM C31(BOO80)
(Wishnie, Rogowsky)Moved to issue $900,000 in bonds for Hilltop Hanover restoration costs.

LaMotte requested that Commissioner Landi explore the option of creating some of the buildings into housing.

ITEM A11
(Wishnie, Rogowsky)Moved to authorize the County to amend a lease agreement with Galesi Enterprises.

ITEM A10
(Wishnie, Rogowsky) Moved the Committee’s on Public Safety and Budget and Appropriations enter into an IMA with New Rochelle for prisoner transportation to County Jail.

Abinanti requested a copy of the volume of prisoners being transported from New Rochelle.

(Abinanti, Wishnie) for Budget & Appropriations; (Rogowsky, Kaplowitz) for Public Safety moved the IMA with Mount Vernon for implementation of the juvenile violent crime reduction program.

(Wishnie, Rogowsky) for the Budget & Appropriations Committee; (Kaplowitz,Rogowsky) for the Public Safety Committee moved $400,000 in bonds for the new County firing range.

Budget & Appropriations motion carried 7-0 (Mosiello out); Public Safety motion carried 3-0 (Mosiello out).

(Oros, Bronz) for Public Safety; (Kaplowitz, Rogowsky) for Budget & Appropriations Committee moved for executive session to discuss security at the county jail.

Budget & Appropriations motion carried 8-0; Public Safety motion carried 4-0.

(Rogowsky, Oros) for Public Safety; (Kaplowitz Rogowsky) for Budget and Appropriations moved to come out of executive session.

Budget & Appropriations motion carried 8-0; Public Safety motion carried 4-0.

(Rogowsky, Mosiello) for Public Safety; (Wishnie, Rogowsky) for Budget & Appropriations moved $480,000 in bonds for plans and surveys for replacement locking system in county correctional facilities.

(Kaplowitz, Rogowsky) moved to adjourn Committee on Public Safety & Criminal Justice. Motion carried 4-0.

(Wishnie, LaMotte) Moved $300,000 in bonds to fund the cost of modification, construction and site work associated with the construction of Taxiway L.

(Wishnie, Rogowsky) move $2,200,000 in bonds for Yonkers Joint Treatment Plant Primary System Rehab.
Motion approved 7-0 (Mosiello out)
