With a quorum present, the Budget and Appropriations Committee was called to order at 10:14 a.m.
MINUTES
On the motion of Legislator Bronz seconded by Legislator LaMotte, the minutes for September 12, 19 and 26, 2005 were approved 6-0.

Due to a conflict in scheduling, this item will be held until the next meeting.
Budget Hearing Resolutions
1 Resolution setting the date for the Public Hearing on the 2006 proposed County Operating Budget and 2 setting various rules of conduct.
On the motion of Legislator Bronz seconded by Legislator LaMotte the item carried 6-0.
ITEM A13
An Act authorizing a sewer modification, specifically the return of 4 parcels of property in the Town of Cortlandt to the Peekskill Sanitary Sewer District. The parcels, previously in part of the district were removed in 1998.
On the motion of Legislator Kaplowitz seconded by Legislator Rogowsky, the item carried 6-0.
ITEM A14
A District Report identifying 2 capital improvement projects for Water District No. 1. , a Resolution setting a Public Hearing on the projects, an application requesting State review & approve the projects, and the 2 related Capital Bond Acts. The Water District No. 1 is comprised of Mt. Vernon, White Plains, Yonkers and Scarsdale and was created in 1964 pursuant to Article 5A of the New York County Law. Article 5A legally stipulates increases/improvements to the District which will be funded by bonds must receive the approval of the State Comptroller.
On the motion of Legislator Rogowsky seconded by Legislator Alvarado the item carried 6-0.
ITEM C170(SPK74)
A $1,320,000 Bond Act to finance the rehab of the Mill Street Pump Station, a critical component of the Peekskill Sanitary Sewer District. The bonding will fund the design, construction management and administrative costs.
On the motion of Legislator Kaplowitz seconded by Legislator Bronz, the item carried 6-0.
With a quorum present, the Committee on Housing convened at 10:51 am.
ITEMS A24/25
Item A24 is an Act to accept a Federal grant for the H.O.W.P.A. program and A25 is an IMA with various municipalities for the administration of HIV/AIDS services.
Breakdown of the line budget for the program was requested.
Based on the concerns raised, it was suggested the Committee on Housing hold an informational session to have a more in-depth discussion on this program, for instance the distinction between regular Section 8 administration costs and responsibility those necessary for this program and a breakdown of County Planning Administrative costs and Grace Church case working costs.
This item will be held until a later date.
With no further business to discuss, the Committee on Housing adjourned at 11:21 am.

A $1, 250,000 Bond Act to finance the rehab of the Brockway Place Garage in White Plains. The bonding will fund the costs for building management systems, mechanical, electrical, plumbing system, fire alarms, lighting, walls, floors, windows, hardware and painting.
On the motion of Legislator Kaplowitz seconded by Legislator Rogowsky, the item carried 6-0.
ITEM C186(B0070)
A $225,000 Bond Act to finance the cost of Exterior Rehab and Site Improvements project at the County-owned building located at 750 Washington Street in Peekskill. The bonding will fund the cost of exterior waterproofing, the repair retaining wall, sidewalks, entrance steps and fencing.
A Facilities Management Report for this building was requested.
On the motion of Legislator Alvarado seconded by Legislator Bronz, the item carried 6-0.
ITEM C188(BPF21)
A $2 million dollar Bond Act to finance the Infrastructure Repairs to the White Plains Complex Parking Structure project. This bonding will fund the costs associated with Phases 2 & 3 work to include; the construction management, waterproofing coatings, concrete repairs, painting, mechanical repairs and ventilation. This is the last Phase in the project.
On the motion of Legislator seconded by Legislator, the item carried 6-0.
