With a quorum present, the Committee on Public Safety was called to order at 10:21 a.m.
(Wishnie, Kaplowitz) moved for Public Safety; (Wishnie, LaMotte) moved for Budget & Appropriations for prisoner transportation reimbursement for Peekskill, Mount Vernon, and Bedford from January 1, 2005 through December 31, 2005.
Motion for Budget Passed 7-0; Motion for Public Safety Passed 5-0.
Motion to Adjourn the Committee on Public Safety (Wishnie, Rogowsky) Motion Passed 5-0. The Committee on Public Safety adjourned at 11:33 a.m.

With a quorum present, the Committee on Technology was called to order at 10:32 a.m.
With a quorum present, the Committee on Community Affairs was called to order at 10:32 a.m.
A discussion occurred about the $85,000 Bond Act for the WCC Satellite Space/Technology. It was decided the item needs to be reconfigured and combined with the $429,000 Bond Act for WCC technology and held for a future meeting.

RESOLUTION ON CDBG PROGRAM
(Bronz, Alvarado) move to resolve that U.S. Congress preserve the Community Development Block Grant (CDBG) Program within the Department of Housing and Urban Development and provide a FY 2006 funding of at least $4.7 billion overall, with no less than $4.35 billion in formula funding
Motion passed 8-0.

With a quorum present, the Committee on Public Works was called to order at 10:52 a.m.
(Wishnie, Rogowsky) moved for Budget and Appropriations, (Pinto, Oros) moved for Public Works Acts amending ’05 Capital Budget, enter grant agreement with FAA/NYSDOT and issuance of $1,800,000 in bonds for project A0025, grant agreements for A056B, creating new project A095A and issuance of $100,000 in bonds, creating new project A050B, amend for project A0084, reprogramming funds for A0084, and for A050B.
Motion for Public Works passed 5-0. Motion for Budget & Appropriations Committee Passed 8-0.

With a quorum present, the Committee on the Environment was called to order at 11:13 a.m.
(Pinto, Wishnie) moved for Public Works, (Abinanti, LaMotte) moved for Environment and (Wishnie, Rogowsky) moved for Budget and Appropriations approval of the acts amending the ’05 Capital Budget creating project A050A, reducing appropriation for A0069, amending agreement with FAA/NYSDOT reprogramming funds from A0069 to A050A.
Mr. Stanton stated the Airport has the money in its budget to spend and this will not put them in the red at the end of the year.
Motion for Public Works passed 5-0; Motion for Committee on the Environment passed 5-0; Motion for Budget and Appropriations passed 8-0.

A discussion took place about the acts amending ’05 Capital budget creating project A071A, reducing appropriation for A0069, amending agreement with FAA/NYSDOT reprogramming funds from A0069 to A071A.
Mr. Abinanti requested the financing for the parking at the Airport. Mr. Stanton said he would be able to provide these numbers for the committee.
After conversation it was decided this item would be held until the following meeting.
(Pinto, Rogowsky) Moved to adjourn the Committee on Public Works. Motion Passed 5-0. Public Works adjourned at 11:32 a.m.

(Myers, Rogowsky) moved for the Committee on Budget and Appropriations, (Myers, LaMotte) moved for the Committee on the Environment to approve an IMA with the Village of Mamaroneck to undertake restoration of wetlands.
Motion for the Budget Committee passed 7-0. Motion for Environment passed 5-0.
(Abinanti, LaMotte) moved to adjourn the Committee on Environment. Motion passed 5-0. Environment adjourned at 11:44 am.
(Wishnie, Myers) Moved to adjourn Budget and Appropriations. Motion carried 7-0.
