With a quorum present, the Committee on Budget and Appropriations was called to order at 10:25 a.m.

On the motion of Legislator Bronz, seconded by Legislator Rogowsky the minutes of 12/6/04 were approved 5-0.

On the motion of Legislator LaMotte, seconded by Legislator Rogowsky the following items were received and filed 5-0.
Item B38- Final Generic Environmental Impact Statement for WCC Facilities Master Plan
B41- Constituent correspondence regarding County Dental Clinic closures
Correspondence
The Committee reviewed a memo submitted by Mr. Carrera - Director, Economic Development explaining the County’s policy for the disposal of residual properties previously requested by members. The memo is on file in the event future referral is necessary.
ITEM B10
A memo from the County Executive regarding the County’s Affordable Housing Action Plan. It was decided further discussion would be had on this item offline.
ITEM A1
A gift from the Westchester Contract Bridge Association for $798.00 to support Westchester’s “Nutcracker Gift Program”.
On the motion of Legislator LaMotte seconded by Legislator Stewart-Cousins the item carried 5-0.
ITEM A12
An Act authorizing the County Attorney to commence an action on behalf of Westchester against Westchester Waste Services Co., LLC., USA Waster of New York City, Inc. their agents, employees and other appropriate parties for damages resulting from the negligent operation/maintenance of the Brockway Transfer Station located in White Plains.
On the motion of Legislator Rogowsky seconded by Legislator Stewart-Cousins the item carried 5-0.
ITEM A27/C107 (BLA01)
A legislative package relating to the acquisition by the County of an ownership interest in an approximately 1.05 acre parcel known as Ichabod’s Landing located in Sleepy Hollow to be held as parkland. The package includes an $900,000 Bond Act, $800,000 for the purchase price, $100,000 for customary closing costs and legislation to authorize the conveyance of an easement to the State of New York and an IMA with the Village for the operation and maintenance of the property as public parkland in perpetuity.
A breakdown of the anticipated County tax receivable for the proposed project was requested.
After some discussion it was decided the item would be held until further notice.
ITEM A25/C106 (BLA01)
An Act authorizing the County to enter into an IMA with Sleepy Hollow hereby the County will lease Barnhart Park from the Village and will contribute funds towards the construction of an all-weather ball field and other improvements thereon, to be operated/maintained by the Village and accessible to all County residents.
Also included is the related $1,250,000 Bond Act for the County’s share of the construction costs associated with the project.
On the motion of Legislator Bronz seconded by Legislator Rogowsky the item carried for all purposes, 7-0.
With a quorum present the Committee on Public Safety convened at 11:45 am.
ITEM A9
A grant from the United States Department of Health and Human Services in the amount of $50,000 to continue recruiting and training volunteer medical professionals for the Westchester County Medical Reserve Corps.
For Budget: On the motion of Legislator LaMotte seconded by Legislator Rogowsky the item carried 7-0.
For Public Safety: On the motion of Legislator Spreckman seconded by Legislator Kaplowitz the item carried 3-0.
ITEM A11
An Act authorizing the County to extend the agreement with WCHCC for comprehensive health care services to inmates at the Department of Corrections from 1/1/05-12/31/05 under same terms and conditions as the 2004 agreement, except the notice period for termination without cause will be reduced from 120 days to 60 days, effective 5/1/05.
A breakdown of the semiannual reports for 2004 as designated in the contract was requested.
For Budget: On the motion of Legislator Stewart-Cousins seconded by Legislator Oros the item carried 6-0.
For Public Safety: On the motion of Legislator Rogowsky seconded by Legislator Spreckman the item carried 3-0.
The Committee on Public Safety adjourned and the Committee on Health convened at 11:57 am.
ITEM 15
Legislation authorizing the County to enter into IMA’s with local municipalities and school districts in Westchester and Putnam to provide services under the Mental Hygiene Law. The services will include preventative and rehabilitative drug treatment service programs for the mentally ill and developmentally disabled. The agreements shall not exceed 5 years or beyond 12/31/09. Members requested language be added granting the authorization to enter into such agreements with new entities until the end of the term.
A copy of the previous legislation and list of participants were requested.
For Budget: On the motion of Legislator Abinanti seconded by Legislator LaMotte the item carried as amended 6-0.
For Health: On the motion of Legislator Abinanti seconded by Legislator Oros the item carried as amended 3-0.
ITEM A14
An Act authorizing the County to amend an agreement with the WCHCC to allocate an additional $130,000 in Federal Ryan White title I funds for the purchase of a new ambulatory/outpatient mobile medical services van for primary health care services for indivuals residing in Westchester, Rockland and Putnam who have HIV/AIDS.
A copy of the previous agreements was requested.
For Budget: On the motion of Legislator Bronz seconded by Legislator LaMotte the item carried 6-0.
For Health: On the motion of Legislator Oros seconded by Legislator Abinanti the item carried 3-0.
With no further business to discuss the meeting adjourned at 12:15 am.
