With quorums present, the Committees on Budget and Appropriations and Parks was called to order at 9:44 a.m.

ITEM A27/C107(BLA01)

An Act authorizing the acquisition and conveyance of property in Sleepy Hollow and the related $900,000 Bond Act.

It was decided this discussion would be held at a later date.

The Committee on Parks adjourned at 9:46 am.

ITEM B12
It was decided the item, correspondence regarding East of Hudson Funds would be received & filed as the legislation had been previously signed out of committee.

ITEM B83
A Resolution opposing any changes to the federal tax code that would eliminate the federal tax deduction for state and local taxes.

On the motion of Legislator Rogowsky, seconded by Legislator Wishnie the item was carried 5-0.

MINUTES

On the motion of Legislator Wishnie, seconded by Legislator Rogowsky the minutes for January 24, 2005 were approved 5-0.

ITEM A10
An Act authorizing the retention of Hayt, Hayt and Landau to provide legal collection services for Westchester Community College. The previous contract expired 12/31/04. Hayt, Hayt was slightly more costly of the 2 bids submitted however, the College and County Attorney’s office believe there is merit to maintaining continuity.

A report, to date, of amounts collected during the last contract was requested.

On the motion of Legislator Wishnie, seconded by Legislator Bronz the item carried 5-0.

ITEM A20

An Act authorizing the commencement of legal actions against 239 former students of WCC. The College is seeking monetary judgments in the aggregate amount of $212,503.09.

On the motion of Legislator Wishnie, seconded by Legislator Bronz the item carried 5-0.

ITEM A39

Approval of the Agreement reached between the Administration and the District Attorney’s Investigators PBA of Westchester. The term of the 2-year contract is from 1/1/2003 to 12/31/04. According to Mr. Wittenberg contract negotiations for the current year will commence soon.

On the motion of Legislator Wishnie, seconded by Legislator Rogowsky the item carried 5-0.

With a quorum present, Youth was called to order at 10:10 am.

ITEM A8

An Act authorizing the County to enter into a resource allocation plan qualifying the County for certain State reimbursement through the Office of Children and Family Services for the program year of 1/1/05-12/31/05.

Not-for-Profits must match funding, municipalities receive straight funding. About 12,000 benefit from the various programs. A distribution schedule and the names of the state monitored trust accounts the money passes through were requested.

The following requests for information were made…

For Budget: On the motion of Legislator Stewart-Cousins, seconded by Legislator Wishnie the item carried 6-0.

For Youth: On the motion of Legislator Ryan, seconded by Legislator Stewart-Cousins the item carried 3-0.

The Committee on Youth adjourned at 10:22 am.

ITEMS C97-C105

9 separate Bond Acts authorizing the issuance of up to $4, 215,000 in bonds to finance security related capital projects for the following County sanitary sewer districts: Hutchison Valley, Ossining, Peekskill and Saw Mill Sewer Districts; the Blind Brook, Mamaroneck, New Rochelle and Port Chester Treatment Plants and the North Yonkers Pump Station.

On the motion of Legislator Wishnie, seconded by Legislator Bronz all 9 items carried 6-0.

ITEM A17/C96(P0004)

One Act authorizing the amendment of the County’s 2004 Capital Budget and a second issuing $7,800,000 in bonds to finance the Bronx River Parkway Repaving Program. The Bond Act combines the requested Capital Budget amendment and the previously appropriated but yet to be bonded $4,000,000.

The bonding will fund the cost of construction management and construction in connection with the reconstruction of the Bronx River Parkway including site work, drainage and safety improvements.

A letter from the Law Department stating the project is not over the $10 million dollar cap was requested.

On the motion of Legislator Wishnie, seconded by Legislator Bronz the item carried 7-0.

With no more business to discuss the meeting adjourned at 10:50 am.
