County Executive George Latimer delivered his first State of the County Address on Monday night, and it was an historic occasion as the speech returned to the Chambers of the Board of Legislators after a six-year absence.

The County charter requires that the County Executive communicate to the Board, “at least once each year, a general statement of the finances, government and affairs of the county," but doesn't specify where the address should take place.

Before 2011, the address to the Board traditionally had been delivered in the Board's Chambers but was moved out by the prior County Executive.  Its return is a sign of respect for the institutions of government and the separate and co-equal powers of the executive and legislative branches.

"When I was thinking about this speech, the first order of business was to secure the location here in the People’s Chamber," Latimer said Monday night.

Declaring "a new day in Westchester County," Latimer struck a tone of unity saying, "at this moment in time we are all united here on this patch of land -- together as one Westchester."
