Michael J. Smith is serving his second term at the Board of Legislators representing District 3, which includes all or part of the towns of Greenburgh, Mount Pleasant and North Castle and the Villages of Briarcliff Manor, Pleasantville and Sleepy Hollow. He has been a resident of Westchester County for more than 30 years.
Michael is an executive level finance and operations professional with broad experience in competitive markets.
His current professional experience includes serving as Chief Financial Officer for Berkeley Educational Services and multiple real estate investment organizations since 1996. His focus centers on strategic planning, taxes, budgeting, reporting, treasury, insurance, compensation design, loan negotiation, succession planning, business valuation, and real estate management and development. He has conceptualized systems and processes to implement sophisticated planning and budgeting, forecasting, balance sheet and working capital management, tax planning, capital budgeting and external reporting for organizations.
Michael additionally conceptualized, designed, developed and was the founder of a company that provided value-added investment management for $1.5 billion of real estate. He served as Chief Operating Officer and Chief Financial Officer of that organization.
Michael was elected to the Valhalla Union Free School District Board Of Education in 2005. He served continuously as President of the Board of Education from July 2008 through June 2011, being elected by his peers for three consecutive years.
During his tenure on the Board of Education, continuous improvements were made in the quality of academic instruction all while decreasing the rate of tax increases. For the three years that Michael was President of the Board of Education, taxes increased a cumulative 4%. Additionally during his tenure, strategic planning initiatives were developed, a Diversity Committee was initiated and successful in its intent, a bond issue was crafted and passed to complete the athletic facilities of the district. Under Michael's initiative, transparency was significantly increased as Valhalla Board of Education meetings were televised for the first time and posted on the district website for community viewing.
Michael has served on the Westchester County Association Blue Ribbon Commission on Health Care Reform and the association’s Property Tax Reform initiative. Previously, Michael represented his organization as a member of the White Plains BID. Michael was a member of the Finance sub-committee for County Executive Rob Astorino’s Transition Team.
Michael is a Certified Public Accountant, a Chartered Financial Analyst, has a Masters of Business Administration in Finance from Fordham Graduate School of Business and a Bachelor of Science degree in Accounting from Fairfield University.
Michael, his wife Marie and their two children, Gabrielle and Jordan, live in White Plains, New York.
