Appendix To the CRC Report

The Westchester County Charter Revision Commission was established to study, review and recommend changes to the Westchester County Charter and Administrative Code. The Commission is composed of a total of twenty-three (23) voting members with each County Legislator from the seventeen (l7) legislative districts individually appointing one (l) member and the County Executive appointing six (6) members.


Roles and Responsibilities of the Commission include:

  • Study the operations of the County of Westchester in their full scope;
  • Consider the inter-municipal relations between the County of Westchester and various cities towns and villages within the County;
  • Review the myriad responsibilities that the County of Westchester discharges in the course of its broadly defined duties;
  • Determine whether the Westchester County Charter and the Westchester County Administrative Code shall be amended so as to create a more effective and efficient framework for County government;
  • Recommend such amendments as may be necessary to facilitate the delivery of services to the public and to better coordinate the functions between departments and agencies of the County and the various cities, towns and villages within the County;
  • Submit a final report, which shall include the Commission’s findings, conclusions, and recommendations for appropriate action to the County Board.
